Is this in Maryland? There is an outline of what looks to be a state on the cylinder and it matches....somewhat....the shape of Maryland.
Is there braille on the cylinder as well?
That's about as far as I can go?

Yes there is braille on the cylinder and it we had been standing on this spot pre 1792, it would have been Maryland.
But Christine is correct, it is the FDR Memorial, More on it tomorrow with my Thursday Thirteen.
