OK here's a hint: This is a well-known rite-of-passage (and traditional joke) which disguises the actual bust.
The painted bust in this rendition is of the famous, 'Where's Waldo' (or 'Wally' in the UK.).
So where is Waldo and what's underneath this?

I don't know what this is, but I have to admit - it just looks creepy to me!
