He is indeed a blacksmith - a rather colorful one! There's a bit of history attached to this.

Do I see a Boston-ish building in the background?... and the work the man is doing seems a bit more delicate than horseshoes and wagon wheels... could this be Paul Revere??

I am not very well-versed on smiths. Interesting painting.
